Individual companies in North Louisiana struggle to identify and
access higher education resources for new technology development
within the region. Barriers that inhibit technology transfer from
higher education research and development to private enterprise include
failure to match research capacities and outcomes with industry needs
and difficulty contacting an appropriate campus representative. A
number of CERT institutions are beginning to promote technology transfer
activities independently, but are missing opportunities due to a
lack of knowledge of what is available at other institutions and
centralized coordination. STARS Teams offers a mechanism to overcome
these barriers.
Each CERT campus will have at least one STARS team, for a total of
eleven teams, that will focus on the workforce development and technology
transfer needs of the institution and industry contacts.
Each team will consist of: the institution’s Intellectual
Property/Technology Transfer Manager, 2-3 faculty in life sciences
and/or IT fields, 2 graduate students (if applicable), the campus
research director, 1-2 industry representatives, and a representative
from LDED clusters.
Each STARS Team will select a leader, who will serve as the coordinating
force to ensure that each CERT institution is informed of resources
and activities at other institutions, and aware of opportunities
for multi-institutional collaborations.
